Police Department

About the Department:

The Department serves the people of Deephaven and Woodland on a 24 hour/365 day basis. The Police Department is capable of handling a wide range of law enforcement and community safety duties. Many of our staff members have developed an expertise in specialty areas which greatly expands our abilities to investigate serious crime and major incidents when the needs arise.

A Police Department is most effective when it works in partnership with the community. The sharing of information on criminal activity and community safety is a key element to maintaining this partnership. The Deephaven/Woodland Police Department is dedicated to maintaining a positive and productive relationship with all segments of the community with the goal of ensuring that the Cities of Deephaven & Woodland remain a safe and pleasant community for residents and visitors alike.

FIRE PROTECTION, OUTDOOR FIRES & EMERGENCY RESCUE SERVICES

The City of Woodland has a contract with the City of Wayzata for Fire protection and Ancillary Services, which has been in affect for 44 years.

The average annual number of calls for service extending to all of Wayzata, Woodland and a portion of Orono is about 300; of these approximately one-half are false alarms (malfunction of security systems or unintentional calls.)

All calls, false alarm or real, are treated as real, thus volunteer firemen respond, prepare and often start with engines to the site of call; police (Deephaven) at all times and immediately approach the site.

The Woodland City Council adopted a resolution in 2002 to assess residents $250 for the first call (false or real) followed by $500 for all subsequent calls in a 12-month period.

Residents with security systems can save the fire department the hassle of a false alarm and themselves, and the City, an unnecessary expense by timely maintenance of their systems, thus averting malfunctions.

Capability and Rescue Services of the Wayzata Fire Department

The fire department has 30 members, all volunteers, who individually train an average of 75 hours each per year.

The department has 8 vehicles including 2 pumper trucks each carrying a minimum of 1000 gallons of water and life saving equipment, a tanker truck carrying 1850 gallons of water, a ladder and bucket truck, and a rescue truck with extensive rescue and life saving equipment as well as a sizable boat, moored on Lake Minnetonka, with pumping capability.

The trucks carrying water have the capability to mix a foaming substance with the water, which increases the fire suppressant capability by a multiple of 5 (5000 effective gallons of water carried in one truck); this capability alone can extinguish a substantial fire in a 3000-4000 sq. ft. house, comparable to the vast majority of all residential fires.

The Wayzata Fire Department has a mutual aid agreement with surrounding communities which supplements it’s capability, when needed, in the form of men, engines, equipment and other life saving means.

Ancillary and rescue services addressed by the Wayzata Fire Department

*Rescue after falling through the ice

*Extraction from vehicular accidents

*Chemical and accelerant spills

*Grass/brush/tree fires

*Downed power lines and arcing electrical currents

*Air/gas ruptures

*Smoke removal – If your residence incurs a “small” house fire, e.g. food burning on a stove, clothes burning in a dryer, which is extinguished by the resident without placing an alarm, consider requesting aid from the fire department in smoke removal in order to minimize permanent and expensive smoke damage to your home interior.

Delivery of Fire Service

Each fire department volunteer receives a pager message from the Hennepin County Sheriff’s tower when an alarm is received directly from a resident (911) or from a private central alarm service station, the service contracted by the homeowner.  The police receive this same alert and are often the first to arrive.  Firemen report to the Wayzata fire station, load into engines and proceed to the alarm site.

Fire alarms are often canceled before the fire before the fire trucks arrive at the residence or even before they leave the station bout Woodland is held responsible for an alarm call and the residential homeowner is charged for a portion of the alarm activation’s cost.

Upon arrival, severity of the fire is immediately determined by the police or fire officer in charge so as to request additional support from Wayzata and/or surrounding communities, if needed.

Home Security Systems – Smoke and Fire (thermal) Alarm Components

Most alarm and security systems function according to the following protocol:

The homeowners system’s responds to heat or smoke and immediately seizes the telephone line while sending the alarm to the private security system’s central station.

The central station, in turn, immediately relays an alert to the Hennepin County Sheriffs tower, which alerts the volunteer firemen and police.  Thus the homeowner cannot immediately cancel the alarm by calling either his security system’s central station or the fire/police stations on the seized telephone line.  If the homeowner immediately attempts to cancel the alarm over a second telephone line or with a cell phone, the effort might be fast enough to effect cancellation.

Following the above rapid sequence, the central station frees the telephone line and calls the residence in order to verify the homeowner’s presence and condition; if no one answers the telephone the central station attempts to contact persons on the homeowner’s “call list.”

The Wayzata Fire Chief and the Woodland City Council strongly recommend that Woodland residents adhere to the above protocol.  Efforts to modify the sequence of events such that the central station first attempts to contact the residence in order to verify an alarm before initiating the alarm to the sheriff’s tower/firemen wastes critical time as the doubling time of a fire in it’s initial phase is one (1) minute.

Outdoor Fires/Burning of Waste Material

Outdoor fires confined in a metal container (grill) for the purpose of cooking are allowed without request or permit.

Residential fires (not including fires contained in grills) are allowed under the following conditions:

A recreational fire must be:

1.) A minimum of fifty feet from any structures

2.) Contained inside a noncombustible fire ring

3.) Attended at all times by an adult equipped with a fire extinguisher or a hose connected to a water supply ready for use

Contact the Wayzata Fire Department well before igniting the fire so to advise of time and approximate duration of the fire.  Telephone Number (952) 404-5337.

The Wayzata Fire Department may prohibit any or all-recreational fires when atmospheric conditions or local circumstances render such fires hazardous.

The City of Woodland prohibits the burning of waste material, brush, limbs or yard waste.  Under unusual circumstances, a permit may be issued for a one-time burn by the Wayzata Fire Chief and the Woodland City Council, upon written request.

Examination of questionable fires and enforcement of the City’s fire ordinance is administered by the Police.

The following is informational in an effort to allay and clarify concerns and outline the capabilities of Woodland’s fire and rescue services and the City’s policies regarding outdoor fires.  If residents have further questions, contact:
